As well triggering a sudden health and economic emergency, the Covid-19 outbreak has placed huge stress on the relationship between governors and governed. The discussion explores what the emergency has revealed about the exercise of power and nature of citizenship in South Africa. How is South Africa being policed in the midst of the crisis? How are ministers using the wide powers suddenly at their disposal? It also explores the relationship between politics and science and the increasingly vexing question of socio-economic rights.
